The Council may appoint and send inspectors to inspect the examinations taken by the relevant educational institutions for certificates of educational qualification or other degrees recognized in accordance with section 21. The inspector appointed in that way shall submit a report to the council detailing the details prescribed by the council regarding the examination he has inspected. But the inspector will not be allowed to interfere in any such examination.
